Consideration of a Request by Councilmember Liu and Vice Mayor Mai to Discuss Veteran Services and Resources in Irvine

POLICY
In collaboration with Vice Mayor James Mai, a request to direct City Staff to explore the feasibility of providing near-term and long-term resource programming for Irvine's military community with enhanced support and consideration of establishing a Veterans Resource Hub.

Consideration to Establish a City-wide Lunar New Year Event

COMMUNITY EVENT
Requests City Staff work in a collaborative partnership with local Asian American, Native Hawaiian, and Pacific Island stakeholders, cultural non-profit organizations, community leaders, student groups, academic institutions, and the broader Irvine community, to develop a City-wide Lunar New Year event for the beginning of 2026.

Kratom Ordinance
Submitted: October 3, 2025
PUBLIC SAFETY
Requests City Staff to establish an ordinance to prohibit the sale, distribution, or offer of any product that contains any quality or administers kratom, with its two main chemical ingredients of mitragynine and 7-hydroxymitragynine, used for personal or recreational use.
STATUS: Rejected by City Council on October 14, 2025.
Nitrous Oxide Ordinance
Submitted: September 24, 2025
PUBLIC SAFETY
Request to establish regulations on Nitrous Oxide gas, also known as "hippie crack or whippets," used for recreational use, providing a "high effect," with exemptions for specific commercial use.

City of Irvine Child Care Grant Program for Children Aged 0-4

POLICY
Co-sponsored with Councilmember William Go, the existing City's Child Care Grant Program will be expanded to increase eligibility for children aged 0-4 who reside or work in Irvine.

Support for AB 91 "MENA Inclusion Act"

LEGISLATION
A resolution supporting the MENA Inclusion Act (AB 91), a measure now signed into law that establishes distinct demographic categories for Middle Eastern and North African individuals in California. This action addresses historical data gaps to ensure accurate representation and equitable resource distribution for Irvine’s significant MENA population.

Sober Living and Group Homes Ordinance

Directs City Staff to develop comprehensive standards for zoning, permitting, and facility operations to safeguard the community while ensuring proper care for occupants related to group homes within Irvine.

Establishing a Permanent Library/Community Center in District 1

Changes to Irvine Municipal Code 1-2-213

POLICY
A proposal to amend Irvine Municipal Code 1-2-213 aims to update the mayoral succession process to align with the City's shift to district-based elections. This initiative intends to create guidelines for filling vacancies and preserving district representation, helping to avoid governance deadlocks and ensuring the City operates smoothly.
